I guess it's not such a good idea to put up documents for the public
review in a proprietary format like MS-Word (especially if it's for
linux-utf8) although there are a few MS-Word file viewer for Linux and
other Unix(-like OS) and Star Office can read MS-Word as well. You can
produce PDF (if preserving formatting info. is important) with a free
tool (ghostscript and company) if you don't have PDF Writer. At least you
can put up a plain text version and html version (which can be readily
produced with MS-Word).
