URLs in UTF-8

Hi!

 Does anyone know, how to configure Apache 1.3.x + Linux EXT2FS
to produce i18n-ized   **URLs**   in UTF-8 ?  (RFC-2718 p.2.2.5 )
(The browser is MS IE 5)
