Well, most books are available only for a "fee", to cover at least the
printing and distribution costs; even books with the Mendeleev table
in it, or books on Linux...  But I understand what you mean, and agree.

Anyway, ISO/IEC JTC1 is responding to this kind of requests,
and have initiated what they call a "market trial project":

JTC 1 restates the belief that having its standards
freely available as described in JTC 1 N 6149, JTC 1
Business Plan for Standards Availability, is necessary
to its ability to fulfill its mission.

[...] proposes that the following standards be used for the trial:

1. the JTC 1 standards listed in document JTC 1 N 6605

2. all new standards (i.e. deliverables from projects whose
   FDIS or equivalent ballots close after 2001-11-01) from
   the following JTC 1 SCs :
        SC 2
        SC 6
        SC 7
        SC 22
        SC 29
        SC 34

JTC 1 would appreciate that this trial, as per JTC 1 N 6149,
be initiated no later than the end of Q1 2002.

I don't know any more details about this, but I guess it means web
publication, probably at the same site they use now for "freely
available JTC 1 standards" (unfortanately, well hidden; let's see
who finds that site first... ;-).  That it is limited to "new"
standards, I would think is a practicality (who would to all the
work for all the old ones?).  I think it is a step in the right
direction, even if it is just a "trial".
