Notepad, in a pinch.  For a real utility to do this, grab a cygwinized
iconv.

Notepad.  Inputting depends on the language.

UTF-8 isn't Unix-specific and UTF-16 isn't Windows-specific.  Prefer
UTF-8 in all environments when possible.
