and what about a default font and dynamiquely loaeded parts of a big
unifont font. We could split the big unifont in small parts which could
be loaded  part by part. The console could have a bottom line like a
setup line and with some kinds of menus to choose the keyborad mapping,
the part of the font , the direction of writing (like it was in the old
times with the serial terminals) but we need some "basic" console at
boot time . Maybe, a console on different ttys : standart console on
tty1 and 2 and unicode console on tty3 and 4.

this technique will keep the source small. We only have to add the setup
bottom line, and the part of dynaniquely loaded fonts.
