Hardly.  At least to people who grew up reading books printed in
proportionally-spaced fonts, a good hyphen is too short to be a good
minus, and a good minus is too short to be a good phrase-separator dash. 
Only if we pretend that typewriter-style monospace fonts are the whole
world -- something we are at last getting *away* from again -- does it
make sense to ignore the differences in appearance. 

(My opinions about quotes, although similar, are rather weaker.)

I'd rather have a smaller space bar and a couple of keys under the left
thumb for Return and Backspace.  (That would actually produce a bigger
speed improvement than the Dvorak layout.)
