The `official' map is U+2019.

Then the author of the man page has used \[br] to represent a vertical
bar -- `br' is an abbreviation of `box rule', so the mapping is
correct.  Due to the small number of glyph names in original troff it
is unavoidable that some glyphs are used with more than a single
meaning.

Right now I'm in the process of revising all glyph names in groff
since I will freeze the name reportoire, a process which takes an
incredible amount of time :-(

Unfortunately, there is no `C' font (fixed width) for TTY output in
original troff, so most man pages use either `B' (bold) or `I'
(italic) to represent verbatim data.
