I went through my WG20 documents and could not find any earlier one.  It
might make sense to check with the IEEE P1003.1 POSIX people - Gary Miller
and Greger Leijonhovfud and Sandra Martin and Keld Simonsen were there -
perhaps an earlier version was distributed there ...

Thanks! However, it is not quite what I was looking for. The above
document is dated May 1993 and contains already the Thompson FSS-UTF
design and Pike's six design criteria. I was more hoping to find
something from at least half a year earlier, dated about August 1992
with the first draft by Miller et al. that did not fulfill the sixth of
the design criteria.
