Sure, but don't underestimate the numbers of entrenched users using
legacy encodings, who absolutely refuse to switch.  There are a number
of folks actively against using UTF-8, and many more who would be
rather angry if we broke legacy encodings, who could hinder its
adoption if we break compatibility, so we should make sure not to, at
least for the next few years.

i.e. the end result of all that grief is a 1-line patch that flips the
order of UTF-8 locales in a list.
