   For you skype problem is more likely that skype doesn't know how to
handle mjpg.
   It only looks for accelerated video display using YUV formats. There are
others that exhibit the same behavior. In order to solve that I heard there
is a software ( I think a kernel module) that creates for a video device (ex
/dev/video0) another one (ex: /dev/video1) on which the format is translated
as instructed by you in its arguments (when loaded).

So a mjpg -> YUV should solve the skype problem (then of course the video
device in skype is /dev/video1).

   I have bought MSI Starcam II Clip. Camera have same product id like 
MSI Racer. It is working with

# luvcview -f jpg

but with

# luvcview -f yuv

doesn't with error:

luvcview version 0.2.1
Video driver: x11
A window manager is available
video /dev/video0
Unable to set format: 22.
Init v4L2 failed !! exit fatal

I think this problem reflect problem in Skype. If i test camera in skype 
options i will error:

Skype V4L2: Could not find a suitable capture format
Skype V4L2: Could not find a suitable capture format
Starting the process...
Skype Xv: Xv ports available: 17
Skype XShm: XShm support enabled
Skype Xv: Using Xv port 73
Skype Xv: No suitable overlay format found

I need this camera for skype. Could you help me?
