Some Philips webcam are marketed as being 90fps capable. This is blatantly false. Vendor documentation can't always be relied on. I'd be surprised if vendors advertised a frame rate for *still images*. Still images are supposed to be, well, still :-) The advertised frame rate for video capture is usually correct but often depends on lightning conditions.
