What do you mean exactly be "enable the webcam" ? If you're looking for a simple example of how to capture images from the camera, have a look at http://v4l2spec.bytesex.org/spec/capture-example.html. You might want to use the userspace libv4l2 library (http://people.atrpms.net/~hdegoede/).
