I have the same monitor and I'm using Fedora 11 x86_64 with kernel
2.6.29.6-213.fc11.x86_64
I have the same problem since fedora 8 32bit if I remember well.
The workaround was/is to rmmod and then modprobe again the uvcvideo
kernel module.
See below for example:

Sometimes it is needed 2-3 times before correct loading.
I can see my webcam and the device is under /dev/video0

[r...@tekkaman ~]# ll /dev/video0
crw-rw----+ 1 root video 81, 0 2009-07-25 07:37 /dev/video0

and can use it under cheese or ekiga or skype.
