It should, yes.

Way less than uncompressed video, but more than H.264. You'll have to measure 
it.

I think so. It depends on the LAN bandwidth, and the MJPEG bandwidth. 
Measurements are needed. You will also have to find software that stream MJPEG 
video over a network. Most stock VoIP software use some kind of MPEG 
compression.
