You may want to follow linux-media, as UVC patches seem to be posted there. I believe your issue is already fixed by commit 8fb91b33c6bfa3ac5e4ad76920b7bcd7bdbbb6d0 "uvcvideo: Remove sysadmin requirements for UVCIOC_CTRL_MAP" which was merged into the mainline kernel between 2.6.36 and 2.6.37-rc1.
