Actually one can assume if you need this quirk, the camera is already broken.
So I would see enabling mjpg bandwidth calculation with this quirk a
win/win situation.
Currently if you need this quirk for your camera, you will be limited
to yuyv streams.

The value you proposed of 4 bpp for mjpg seems a very good one ( I've
never seen mjpg frames this size), and even if you drop a couple of
frames because they are bigger I can't really see the big deal with
that.

Currently newer logitech HD cameras suffer from a bandwidth
reservation issue that prevent more than one camera to work. In some
cases even a single camera won't work if other usb devices are connect
to the same controller.
Adding mjpg to the quirk fixes this:
