I can't really help you with that, I haven't tried H.264 on a B990 yet (one of 
the reasons is that I don't own any B990 :-)).

That's not impossible. At least one Logitech webcam actually runs Linux 
embedded in the device (see https://opensource.logitech.com/logitech/), the 
B990 might as well. This could explain why the current consumption is higher 
than with microcontroller-based cameras.

Aren't uvcvideo module parameters available through 
/sys/modules/uvcvideo/parameters/ even when uvcvideo is compiled in ?
