It's software so just about anything is possible BUT

be lots of very careful work to precisely duplicate all

People have tried to go in the other direction of using
Debian software as input to a Yocto build:
   https://github.com/meta-debian/meta-debian

The work in that layer seems dated.

Why can't you use the native Ubuntu tools to build software for Ubuntu?
You could use Yocto to build and maintain the packages you are
interested in and the put them in a container to be run on Ubuntu.


Perhaps you can explain your higher level goals here and someone
might comment on whether it makes sense to use Yocto at all.

The usual way of doing that would be to use a supported BSP such as one from:
   https://git.yoctoproject.org/cgit.cgi/meta-intel/
or a commercial Yocto distribution provider some of whom are listed here:
   https://www.yoctoproject.org/ecosystem/members/
