This is a fixup to reconcile the nohz behaviour with the rcu_nocbs
behaviour when the "N" alias is used for NR_CPUS.

It works in conjunction with the earlier Yocto-5.10 series here:

The fix has been in linux-next since April 22nd (and hence has no obvious
issues) and is on its way to inclusion in mainline via paulmck:

...but as we both know, the opening of the v5.14 merge window is
roughly two months away, so I'd like to accelerate the fix into Yocto's
v5.10 kernel now, rather than wait for mainline.

If somehow some issue does crop up between now and mainline, I will of
course re-align our Yocto v5.10 tree to match what lands in mainline.
