Add pmem config fragment and enably by default. Firmware like u-boot
can download large rootfs images into memory and with pmem kernel support
boot into the rootfs succeeds. This is useful for installers and testing.

Tested on qemu with u-boot from upstream master branch.

NB: did not figure out how to apply patches to kernel-meta for testing patches
like this. Would be nice to document how this should be done. Patch file in
SRC_URI with patchdir set to ${UNPACKDIR}/kernel-meta did not apply the patch.
Tested as separate kernel config fragment in SRC_URI which hopefully has the
same effect.
