It depends on your bbappend, the location of .cfg fragments is
governed by the same bitbake rules and constructs as anything else
in the system.
i.e. if you have FILESEXTRAPATHS := "${THISDIR}/${PN}" in your bbappend
then you can place the .cfg in a linux-yocto subdir (the ${PN}), otherwise
system defaults with directories such as "files" can be used.

there's only "recipes-kernel/linux" exist in the original BSP
but I found a document from IDF2011 said add this file in
"recipes-kernel/linux-yocto" (p.29)
