This commit adds a kernel feature to have the kernel support for Intel Memory Protection Extensions (MPX).
A quote from kernel arch/x86/Kconfig: "MPX provides hardware features that can be used in conjuction with compiler-instrumented code to check memory references. It is designed to detect buffer overflow or underflow bugs." Intel MPX is available, e.g., on Skylake and on Goldmont (e.g., Intel 570x).
