We just started working on a free/opensource implementation (still uncertain about BSD or GPL) of CoAP based on the latest draft spec, i.e. -08. It is based on libevent and targeted at not-so-constrained devices, e.g. a typical CPE running OpenWRT. We are in very early stage, though the architectural plan is mostly clear, and we should be able to roll out an alpha by mid January.
