Ok, interesting. Try it again without any .. in STAGING (use the real path). What's your pkg-config version? You showed libnl-3.0.pc but then the output for libnl-genl-3.0. Take a look at all of them. There has to be an explanation, and a fix. You have all the pieces. See if you can figure it out. Try modifying the .pc files manually (putting in something obvious and easy, like /asdf or something like that). I'd try it with libnl-3.0.pc (and then pkg-config for just that one, since libnl-genl depends on libnl), and then try adding the others.
