Marking as invalid, as any possible solution for this isn't in the sch-
scripts code.
sch-scripts starts on this condition, defined in /etc/init/sch-scripts.conf:
start on (filesystem and net-device-up IFACE!=lo)
So if the user manually sets an IP for his NIC,
* either upstart needs to be modified so that it detects that this is a
net-device-up event,
* or the user needs to notify upstart himself, using `initctl emit ...`
apanagio, try filing a bug against upstart instead, mentioning that
"ifconfig eth0 1.2.3.4/24 up" doesn't fire a "net-device-up" event.

sch-scripts and tftp services don't start automatiically in labs
without a router
Status in Scripts for Greek school labs using Ubuntu/LTSP:

Bug description:
If the NetworkManager fails to assign ip address (eg. no router present) the
sch-scripts and the tftp-hpa services do not start.
So if you assign ip from the command line (ifconfig eth0 x.y.z.w) you need to
start the tfpt-hpa service manually in order for the ltsp to function and the
sch-scripts service in order for the sch-scripts app to be able to start
