Reopening, with a different prospective, only for sch-scripts.

Even when a network connection isn't active, the teacher should be able to 
launch the sch-scripts GUI e.g. to create new user accounts or to copy files 
etc.
Currently the sch-scripts GUI refuses to run if it can't contact the sch-daemon 
service.
Perhaps one way is to change /etc/init/sch-scripts.conf so that the sch-daemon 
starts on:
  start on (filesystem and started networking)
instead of the current:
  start on (filesystem and net-device-up IFACE!=lo)

  sch-scripts should start even if the server is offline

Status in Scripts for Greek school labs using Ubuntu/LTSP:
  Confirmed

Bug description:
  If the NetworkManager fails to assign ip address (eg. no router present) the 
sch-scripts and the tftp-hpa services do not start.
  So if you assign ip from the command line (ifconfig eth0 x.y.z.w) you need to 
start the tfpt-hpa service manually in order for the ltsp to function and the 
sch-scripts service in order for the sch-scripts app to be able to start
