A lot of the work to be done is research. There are no instructions for that. And setting up the tools etc. is not that hard for people who are able to actually work on that themselves. The questions that arise can be discussed on IRC more easily, and there are IRC logs of those discussions for anyone keen to read about how things work. As a side note: I'm in the GMT+1 (currently GMT+2 due to DST) time zone.
