You should try using the xt5250 script supplied with tn5250. This
overrides the definitions of many keys, so that tn5250 always gets the
same codes rather than whatever xterm is using this week.
In your case, I think you would want to use the command:
xt5250 map=280 env.TERM=IBM-3477-FC 199.1.1.211
This doesn't change the definitions of the main characters on the
keyboard, so it should work with an Italian keyboard layout.
