I've found that if I change colors like this it doesn't work quite right on
all my workstations (running LTSP) most of them get it but the ones that
only display 8 bit color don't see the different colors Is this normal?

You can try to define the mapping of terminal colors to X-colors with
X-resources. You can even do this for 3 different resource class names
and switch theses with some changes in xt5250.
I have in my .Xresources:
xt5250*color0: seashell
xt5250*color1: #330000
xt5250*color2: #000000
xt5250*color3: #333300
xt5250*color4: #000033
xt5250*color5: #330033
xt5250*color6: #003333
xt5250*color7: black
xt5250*color8: green
xt5250*color9: #660000
xt5250*color10: #333333
xt5250*color11: #666600
xt5250*color12: darkblue
xt5250*color13: #660066
xt5250*color14: #003366
xt5250*color15: black
xt5250*cursorColor: red2
and the terminal comes up with a very different color scheme. With an
additional
xt5250-2*color0: azure
.
.
.
and an xt5250 which calls xterm with -T "xt5250-2" you should get a
terminal with azure blue background.
