My reading of the GNU licenses is that you have to provide unfettered access to the source of the program you are distributing, but you yourself do not have to be the one who actually distributes that source. IOW it is sufficient to point to a different source for the code to the binary you are distributing as long as the code you point to can be used to create (without modification) the binaries you distribute. In the event that the source code cannot be obtained without restriction from another source that you refer to you must provide source yourself without restriction in order to distribute the binaries.
