I've got RedHat 9 at home, and the default settings in /usr/local/share/XTerm work great, I get all 24 function keys under xt5250 without remapping anything.
Since xt5250 lets XFree86 do the keyboard mapping, it really shouldn't matter whether you're running RH9 or RH8, or FreeBSD, or Slackware, or anything else. Can you tell us what changes you made from the original XTerm file that came with TN5250?
