Just to add to George's answer, Windows NT doesn't have msconfig.exe

So you would have to search and download it from some window support site.
Running it on NT or 2000 gives some errors on startup which you can
conveniently ignore, you can still add/remove items which come up during
startup.

PS: Its a good thing we're still a fledgling group, else from what I've seen
on other longtime established LUGs, you'd be flamed real good, and we'd have
