I have voip.ms and I'm not clear on what features your family needs access to.
When you call our house line if nobody answers, you get a prompt asking if you want to go to cell phones or voice mail. If you go to cell phones it lists out the people with cell phones and what number you have to press. Same with voice mail, and when you leave the voice mail it emails it to the appropriate person.
