Do you mean hardware accelerated video encoding/decoding? I don't think
there a part of mesa responsible for video conversion. That's usually
in higher level libraries like gstreamer or ffmpeg.

Also I assume you're not talking about Qualcomm here as I don't think
mesa has support for the video acceleration for Qualcomm gpus (might be
wrong). I know the video side can be a mess as there is like three
different possible APIs all with their own implementation that may be
duplicating code VA-API, VDPAU, and now Vulkan Video. Is this what
you're referring to? Don't think it would necessarily be easy or
desirable to remove this duplication.

If there isn't an issue logged in the mesa issue tracker, I'm not sure
if anyone is looking at it. If you're aware of some places with
duplicated code you can always file a bug so its being tracked.
