Tal vez falta el modulo de apache-php, o apache2-php
creo que el paquete es lib-apache-php(version de php), si es apache,
si es apache2, creo que es lib-apache2-php(version de php), y asi
deberia funcionar, al menos a mi no me funcionaba por esto.
