Setting up a "proper" dev environment depends very much on the distro and the 
development target.  For example, a Python
dev environment is going to be quite different from a C++ dev environment (at 
least for beginners), and a server dev
environment is almost the opposite of a web dev environment.  Then there's the 
deb vs. rpm dichotomy, and we will not
mention vi vs. emacs because surely the 1970s are over?
