Je pense que les gens (décideurs) ont encore trop d'idées stéréotypées telles que:
"crise bugétaire ok, mais il faut l'informatique pour faire avancer la boite et l'informatique, c'est cher, tout le monde le sait, donc on sucre d'autres budgets pour taper dans l'informatique"
