Yep, telnet is disabled on newer versions (versions later to RedHat Linux 7.3), 
for security reasons. However, We still can install, configure telnet for our 
own obivious reasons and even we can control the activities. I suggest you 
decide upon your potential and enable the telnet.
If you dont know How to do , let me know again.
Your problem is definite because of disability of telnet. Enable it and hang 
out.

Ping the IP address assigned to the ethernet card on 
the server (/dev/eth0 ...1, 2, 3...etc.) that you 
are trying to connect to. If the ping succeeds, you 
have a good connection.

Make sure you have the telnet daemon is running on 
the server. I don't, I have sshd... the default 
installs on newer distros don't enable telnet 
anymore, because it is too insecure.

Then, the command 'telnet -l [username] [ethernet 
card IP address] should ask you for a password.

'username' and 'password' must be known by the server.
