I think no need of any other settings If u first check 'telnet' service is 
running or not...
System Setting -> services -> list of all the service
OR
#service telnet status

Yes.  /etc/inet.d is a directory of configuration files for the inet
server.  Inetd is intended to start up other servers as needed and shut
them down when they no longer have any connections.  If that directory
doesn't exist, then you don't have (x)inetd installed.  If it does exist
but there's no telnetd file in there, then you don't have telnet (or
possibly netkit) installed.

These have nothing to do with the filesystem or what's installed on it.

I'd be a terrible "guru" if I didn't tell you that telnet is a horrible
security hole.  SSH is just as easy (if not easier) to set up, does the
same thing, but uses encryption rather than sending plain text.  This
means you're not sending plain text usernames and passwords across a
network like you are with telnet.  Furthermore, there's a free SSH
client for Windows called PuTTY.  I'd suggest using these rather than
telnet.
