I tried it, and it runs fine in Linux.  However, if you don't have your 
ATI driver installed, it won't run well (if at all) for you.

Anyhow, not sure about the icon creation thing, as I use fluxbox.  But 
if you open up a terminal and type armyops (or even army then hit [TAB]) 
you should be able to hit [ENTER] and start the app.

My kids were only mildly interested in the game.
