The way to tell would be to do

which goto

(A quick look at the FreeBSD--not Linux--man page for builtin, indicates
that it's present in the C shell but not in a Bourne shell.)  

Another way is to go to the bash man page and do a search for goto.  (To
search a man page, one uses a /, as you do in vi.) So you open the
manpage and enter

/goto

and see if the pattern is in the man page. 

(Again, on FreeBSD at least, doing that indicates it's not in the bash
shell.)
