i think ur kidding. because FC is such a distro, where u need to make a fresh install when new version comes.
beside i am using gentoo (it's not for new user) and debian, here i never need to make a fresh installation to upgrade. in debian or ubuntu u can upgrade ur sytem to latest version by "apt-get update" then "apt-get dist-upgrade" for new user synaptic package manager will do everthing by apt-get . he can select packages from package list (now in debian sid, it's around 20000 packages) and click apply. Other things will done by apt.
