Generally, no.  Hardware drivers are generally part of the kernel, and
the process for compiling a kernel in Gentoo is outside of the package
manager, Portage, which is what applies the optimizations you're
referring to above.  However, some drivers are external to the kernel,
and are managed by Portage and are therefore compiled with your
optimization settings.
