assuming that your video card is not hardware malfunctioned, try to install the 
ati driver from ati web, tweak your /etc/X11/xorg.conf, tweak your bios for 
pci-e options. 

Sometimes, wrong options in /etc/X11/xorg.conf is causing the problems, try 
search gentoo wiki for ati problems.
