I suggest the 'last' and 'who' commands to find out about user activity,
 applications like Apache have log files which record their activity.
Other logs in /var/log particularly 'messages' can be useful, sudo and
su normally log activity as do mail programs like sendmail.  If you want
to spy on user activity top is a good starting point. Another method
is to run ps -ef | grep <username> or <programname> .

A linux machine is rarely inactive, it sits running a number of
programs that vary from machine to machine.
