First off, Mandrake 9.1 is so old. You may have a hard time getting it. Secondly, Mandriva which is the latest incarnation of Mandrake has been always forthcoming with giving access to repositories. I used Mandrake 8 and 9 for a couple of years and it was subscription based back then. I am not sure about now since I gave up on Mandrake and all RPM based distros in favor of Debian based ones for that very reason. I was tired of living in dependency hell.
My advice is to dump Mandrake and choose something based on Debian Sarge which is old (2005), but still widely supported. It is very stable with lots of packages available, but not bleeding edge. Best of all you get good package management with apt-get or Synaptic. You can kiss many of these kinds of problems goodbye for good.
