You are right. Ubuntu also installs some development tools. Most distros that I
have tried have the basic tools available to recompile the kernel. Some
applications such as VMWare need development libraries to install on a Linux
host and I have never any problem installing VMWare on any distro.

Hmmm... was this always the case? Perhaps I am mis-remembering, but I
seem to recall RedHat 7.0, 9.0, and RHEL 3 all installing gcc without
my intervention.
