Thats because its a Winmodem. Winmodems will not work under Linux - 
especially older distros like RH 9. Some new distro's may work with 
Winmodems. Try to find a true hardware modem, or switch to a newer 
Distro, such as Fedora Core 8, which is based on the original Red Hat Linux
