You might look into using something like superkaramba (KDE) or GDesklets (Gnome). I haven't used them since Beryl and Compiz came along, but I know that Superkaramba allows you to use webpages as wallpaper and Liquid Weather with Gdesklets has animations. Perhaps there is a widget or desklet that will meet your needs. Basic Gnome or KDE are meant to be, well, ... basic. It is the add-ons that add eye candy (and tax the resources) that you need to look into.
