No it is just as fast as regular Ubuntu. The reason is that Windows is not running when you use Ubuntu. What happens is that you must re-boot and Ubuntu loads from the Windows bootloader as loopback device in which the Ubuntu image in Windows is mounted just as any other device, say a hard drive, might be mounted.
Inside the image file Ubuntu has its own file system and runs just like the real thing within the limitations of the file image of which you determine the size and location at the time it is made. There are potential problems. You should defragment Windows before you use Wubi or you risk having a fragmented image file. This would slow it down. Also since the image is on a Windows file system it is subject to the same problems that you might expect with Windows in the event of crashes. You could get a corrupted file system and truncated files etc. Suspend and hibernation does not work, but most other features of Ubuntu are the same. A Wubi installation can also be converted and moved to a partition or usb device and become a full blown Ubuntu installation. Roy Linux: Fast, friendly, flexible and .... free!
